This has been pasted up there on that wall for ages. I've never been able to figure out if writing it upside down was the intention, sort of an expressive act or creative licence or simply that the person who wrote it screwed up and didn't realise that it would be upside down at street level.
I particularly like the lame attempt to paint over it with a paler paint, top work tiger!
